I start by thanking officials for the briefing yesterday. I note this bill was tabled in the House on 18 October 2023.
As far as I can determine, this is the first bill that has been introduced to implement recommendations from the Boland Review.
We supported it because home detention orders provide a cheaper, safe and more therapeutic rehabilitative alternative than prison.
The requirement for each head of agency to table an individual schedule is clearly excessive. At my count, there were 14 such schedules tabled last year.
The context for this bill, as the minister has stated, is that this bill has come about following the Auditor-General and Integrity Commission's reports.
I recognise the concerns expressed by the Labor Party, by Ms Butler, and reflect on what that means.
